Mfdv waste line discharge valve fully opened and portable holding tank discharge valve fully opened. Observed liquid waste from three comp sink and hand wash sink flowing freely from mfdv unit through portable holding unit and onto ground. - Sewage observed under and around portable holding tank. - Operator closed both valves after inspector pointed out the issue.
