Observed residential refrigerator holding heavy whipping cream for the facility not capable of maintaining proper temperatures of 41F or below. CA: Upon further conversation with the PIC, the heavy cream has not been used for customers at this time but was used to experiment for future drinks. Facility was permitted as a facility that would not hold any Time/Temperature Control for Food Safety (TCS) items. This allowed the facility to not contain any refrigeration. The employee cooler stored in the storage area was moved to front service area for cold holding of the additional item. The facility shall not serve TCS food items to customers of the facility until a commercial grade cooler has been included and the Health Authority has inspected the equipment. Heavy whipping cream was discarded. Employee refrigerator was returned to the dry storage area.
