13-190(a)(7): A flow meter shall be installed on the return line to accurately indicate the circulation rate in GPM. Observed the flow meter installed on pipe parallel to the chlorinator, so no water was passing through it- resulted in no flow reading. CPO instructed to re-install flowmeter elsewhere.

Observed FCL measurement of 2.41ppm which is lower than minimum required for outdoor pool.
#6 13-189(c)(1): Where stabilizing agents are used, a free-chlorine residual shall be maintained at a concentration of no less than three parts per million (3ppm) at all times.
CPO noted that they are waiting for salt chlorine to arrive to adjust the FCL levels.
Observed pH measurement of 8.0 which is over the maximum allowed concentration of 7.8
#7 13-189(c)(1): The pool shall be maintained in an alkaline condition at all times with the pH between 7.2 and 7.8.
