Observed the emergency phone not operable. Person in charge (PIC) states they changed phone companies and have not set up the emergency phone at the pool. An operable, hard-wired, conventional telephone line or continuous powered source, weatherproof emergency phone shall be permanently installed in a conspicuous location within the pool enclosure and must be readily available to bathers at all times. Call phone company and have them come and repair phone lines.

Observed flow meter is stuck and cylinder is rusty. Clean or replace flowmeter and keep functional so flow rate can be determined.
