14A - in-use utensils: properly stored
Regulation: 511-6-1.04(4)(k) - in-use utensils, between-use storage (c)
Scoops used for icecream were in standing water that was not 135F degrees or higher. Time as a Public Health Control cannot be used on utensils. Scoops can be dipped in water to clean off residue, but placed in another container without standing water and then in 4 hours wash, rinse, and sanitize.
