Items were removed from bar to be discarded. Water under the salad bar was found to be 47F. It was explained that food items will never be capable of maintaining a temperature of 41F or lower if water temp used for cooling is above the threshold. Ice added to buffet and out of temperature food items replaced. Advised PIC to routinely monitor temperatures on buffet and continually refill with ice as it depletes.
