(2) An operating permit shall not be issued until appropriate inspections show compliance with the requirements of this Chapter, with no violations noted on the inspection report.

Upon arrival met with PIC, stated pool is open to public, there are also pool operator records from CPO filled out for all of September.

Explained to PIC that no operating permit has been issued to restart operations of pool. Per las visit, PIC had closed pool and put up a pool closed sign on self locking door. No sign appear on door upon arrival. PIC will call office and schedule a reinspection of pool to issue an operating permit.
