Observed emergency phone would not dial out to emergency dispatch. Attempted to call 911 twice with emergency phone and both times the phone gave a busy signal. When discussed with hotel manager and front desk the employee stated that she attempted to answer the phone. Informed hotel manager that emergency phone must always dial out to emergency dispatch can not be forwarded to the front desk.

The emergency phone shall be capable of connecting to 911 and electronically transferring an automatic number identification and automatic locator identification of the pool emergency phone to the public safety answering point, if available. A 911 sign or the names and phone numbers of the nearest available police, fire, ambulance service or rescue unit shall be posted nearby.
