Observed emergency phone would not dial out to emergency dispatch. The first and second time the inspector picked the phone up the line went dead. The third time the inspector picked the phone up she allowed it ring for a complete minute prior to hanging up the phone. Observed log book was not available for view at time of the inspection. Inspector looked in the location the CPO agreed to leave the daily log book and around the pump room. CA:
17 - skimmers/gutters maintained and operable
Regulation: 511-3-5-.11(3)(g) - (g) the skimmer equalizer lines shall be protected by an approved cover/grated with a flow rating equal the maximum system flow divided by the number of skimmers in the system or the maximum flow rating of the skimmer, whichever is greater.
Observed all weirs were full of leaves and other debris.
