EHS observed the 3 compartment sink with a lot of towels on the floor surrounding the air gap. EHS turned on the facet and saw that water would flow to the top of the pipe and then slowly go down in the pipe but when you look inside of the pipe there is still a puddle of water present. So the water is getting stuck in the pipe line.

CA-PIC needs to notify a plumber to check the air gap and see what is going and why the air gap is not working properly.
