Observed central restroom was not being made available to guest and patrons. Per conversation with owner they keep the lobby locked until "around noon". Observed "out of order" sign on restroom and later discovered through conversation with the owner that the restroom is in working order there is just a sign on the door. Owner inquired if he could have the toilet removed from the restroom and was informed that central restrooms must be provided and shall have a toilet. COS: Sign removed from door and owner informed that toilet and lavatory and shall be provided at all tourist accommodations. Such facilities shall be easily accessible, convenient and available to patrons at all times
