Observed food contact surfaces of metal food pans with encrusted debris. Advised PIC all food contact surfaces shall be cleaned to sight & touch.

Observed pan of rice cooling on counter at room temperature. Advised on proper cooling methods/ COS: Rice was re-located to WIC.
