13-189(c)(1): The free-chlorine residual in all parts of the pool if stabilizing agents are used (outside pools only) shall be maintained at a concentration of no less than three parts per million at all times. Observed free chlorine residual of 2.4 PPM.

13-189(c)(1): The pool shall be maintained in an alkaline condition at all times with a pH level between 7.2 and 7.8. Observed pH of 7.1.
