Observed door that leads to the outside of the facility was open at the time of inspection. Inspector attempted to push the door open and let it slam but it would not. Inspector attempted to pull the door shut from the inside but the door would not close. COS: After completion of inspection the inspector informed employees at the front desk. One of the employees closed the door from the outside and locked it.
